This seminar meets the statutory Open Public Records and Open Public Meetings training requirements which are required every 4 years for elected officials. Attendees will receive a certificate of participation that documents compliance with the Open Public Records and Open Public Meetings training requirements.

Attorney Brian Snure will present this seminar for new and experienced commissioners, chiefs, secretaries and other management personnel. The class will provide the knowledge and background needed to understand and address the challenges involved in governing, leading and operating fire districts and regional fire authorities. This full-day program is being held in both Spokane and Tulalip.

Webinar - The WFCA and Brian Snure have added a virtual option to this event. This seminar will be streamed live as a webinar and will be recorded and available for those unable to attend at the time. During registration simply select which option you would like to attend. Brian Snure

Brian Snure is a sole practitioner operating as Snure Law Office, PSC located in Des Moines, Washington. Brian Snure has represented fire protection districts, regional fire authorities and other special purpose districts including water districts, sewer districts, metropolitan park districts and cemetery districts for over twenty-seven years. Brian also maintains a limited general practice emphasizing estate planning, probate and real estate. He has authored or co-authored numerous handbooks relating to fire districts and departments and has spoken at numerous Continuing Legal Education courses on a wide variety of issues affecting municipal governments.

Jeff Griffin

Jeff is a distinguished leader in fire management, known for his roles with the Western Fire Chiefs Association as Division Secretary and the Oregon Fire Chiefs Association as Executive Director. His career focuses on improving firefighting tactics and advocating for firefighter safety and development. Griffin's expertise enhances community safety and elevates professional standards in fire services. His leadership is marked by commitment, innovation, and responsibility. Jeff is also the CEO of WHA Insurance and Risk Management Agency. He has served Special Districts and Public Entities in the Pacific Northwest for over 40 years. Jeff’s specialty is implementing effective risk management and safety programs into Public Entities. He is also a subject-matter expert working with Oklahoma State University on three safety textbooks as a validator.

Les Hallman

With a total of 41 years in the fire service, Les Hallman’s extensive career comprised of serving the state of Oregon for 13 years and the state of Florida for 28 years in various roles. Les completed his Florida career in 2009 as Director of the Division of State Fire Marshal and completed his Oregon career in 2022 as Assistant Chief of Tualatin Valley Fire and Rescue. He served on the executive boards of both the Florida Fire Chiefs Association and the Oregon Fire Chiefs Association. Having been deployed on numerous Presidential Declared Disasters, Les has a unique expertise and understanding of incident command and emergency management. Les currently works at WHA Insurance as a Risk Manager specializing in First Responder Consulting, Leadership Development, and Public Entity Disaster Preparedness.

Dave Nelson

Dave currently serves as the Risk Manager and Public Entity Consultant for WHA Insurance. Prior to joining WHA Insurance July 2023, Dave was the Property and Casualty Trust Director for CIS (Citycounty Insurance Services) and oversaw the Public Safety and General Services Risk Management, Property/Casualty claims and workers’ compensation departments. Dave also oversaw the Strategic Planning for CIS. Before joining CIS in 2010, Dave served the City of Troutdale, OR as the City Administrator for two years and Chief of Police for over eight years, capping off a 22-year law enforcement career. Between 2005 and 2008 Dave served as a City Councilor for the City of Sandy, OR. Dave has his MBA from Marylhurst University, his associate in risk management (ARM) and is a graduate of the FBI National Law Enforcement Academy 2001, session 206.

Dave Pickhardt

Dave currently serves as a Risk Manager for WHA with a focus on public entities and serving fire districts. He retired as a deputy fire chief from the fire service in 2023 after a 34-year fire service career. Dave continues to be very involved in the fire service as the managing director of the Oregon Fire Chiefs Association. He currently works for WHA Insurance as a Risk Manager and Health and Wellness Consultant. Married for 32 years to his wife AJ and they have raised three boys.

Winslow Cervantes

Winslow is a medically retired Army Officer that currently serves as a Risk Manager for WHA Insurance. He specializes in Loss Control and Inspection Program services, risk management consulting, GIS mapping and modelling, and UAS program development and implementation. He has a master’s degree in chemistry from the University of Oregon and prior to joining the WHA Team, Winslow was a researcher at UCLA. In his free time, he serves the fire service through the state associations supporting our regions first responders with health, safety, and wellness initiatives and programs.

Please register for every seminar you would like to attend. Registration fee listed below is per person, per seminar. Fee includes lunch at the seminar for which you register and a continental breakfast in Chelan. Notice three weeks prior to the event is required for registration refunds from the WFCA. You can select the "Bill Me" option and find your invoice in your registration confirmation email.
