Conference Opening Ceremonies

Members will assemble Thursday morning at 9:30 to officially open the WFCA’s Conference. President Rankin will introduce distinguished guests followed by a welcoming address from a local dignitary. Fire commissioners, chiefs and district secretaries that have passed away during the year will be recognized and honored during the memorial service.

Volunteer Firefighter Pension Admin Update

The Board for Volunteer Firefighters will be offering a two part class. The first portion will be comprised of a training opportunity for the use of the new Pension and Relief Benefit Tracking system. This training will include both system use and changes in reporting processes. The second portion of this class will provide updates and overview to the benefits plan. ![]() Hailey BlankenshipHailey Blankenship is the Executive Secretary for the Board for Volunteer Firefighters and Reserve Officers. Before joining the team at BVFF & RO she was an active volunteer with her local fire department allowing her to bring working knowledge of the fire service to the office. In her role, she works closely with staff, municipality administrators, contractors, and other state agencies to help provide the best experience and support from the BVFF team.

Back by popular demand is the 2023 Legal Roundtable presented by the WFCA Legal Committee and Moderated by Brian Snure. Arising from new legislation, Tax Increment Financing (TIF) is an impactful issue the panel will cover. Social media is a much needed area the panel will delve into, covering adoption of policies to counteract suspicious/unlawful content. The class will outline newly enacted competitive bidding laws as well as mandatory vaccination issues. More topics will be forthcoming as the committee meets to review issues that affect paid, part paid and volunteer fire districts and RFAs. How do the Best Get Better? Enhancing Firefighter & Paramedic Performance in our Communities

Lessons learned for the fire service after spending a day at TOPGUN with the Commander. Fire and EMS are struggling with low performance, burnout, recruitment and retention. This discussion covers the history and science of improving performance while reducing stress and error. Shaughn Maxwell, Psy.M.Shaughn started as a volunteer firefighter and EMT in Eastern Washington in 1988. He has worked in both wildland and urban fire services and was hired as a firefighter-paramedic in Snohomish County in 1996. Shaughn currently oversees a fire-based EMS system that has received national awards for innovation and excellence. He chairs the state pre-hospital TAC, and is on the EMS Board of Directors for IAFC where is represents the fire service on national committees. He holds a master’s degree in human factors (performance) psychology; and presents nationally on the science of enhancing firefighter & paramedic performance and reducing stress.

How I Survived the Trauma of Being Burned

In 1984, at the age of 17, a tragic fire changed the life of Kimberly McMurray. She and two others were caught in an explosion where she suffered severe burns to 65% of her body. Tragically, her boyfriend did not
survive. Since that incident, Kimberly has epitomized the meaning of resilience, hope and survival by overcoming a tremendous amount of adversity. Her story is inspiring and a tribute to fire fighters and emergency
personnel.
